Hello I have seen this issue before on a french forum, the fault in that case was the egr valve which caused a brake issue. This guy did not believe a egr fault could cause a brake issue and check the wiring and changed parts, but it was indeed an egr valve fault and this was on a C4.

Check the battery, if it is flat Citroens seem to give a ESP/ASR fault. Before starting the engine it ought to be 12.7 volts, if much lower it needs charging. Once running it should be about 14.4 volts, if not the alternator might be faulty unless you have a smart alternator which varies the voltage depending on demand but with the lights on
